Regular Board Meeting

January 9, 2019 ~ 6:45 p.m. – 7:22 p.m.

The January 9, 2019 Town of Oulu regular board meeting was called to order at 6:45 p.m. at the Town

Hall by Chair Sandra Rantala.

Roll call:

Members present: Jonathan Hamilton, Klaus Nieder, Sandra Rantala, Diana Reijo, clerk, and Marjorie

Lahti, treasurer.  Absent and excused: None. Town employee/s: Michael Davidson.

Approval of agenda:

Motion by Nieder, second by Hamilton to approve the agenda as printed and posted.  Motion carried unanimously by voice vote.

Consent agenda:

Motion by Hamilton, second by Nieder to approve the consent agenda:

Approve general fund vouchers 12662-12676, ACH 370–ACH 373, Tax Account 828-833

Minutes of the December 12, 2018 regular board meeting

 

Motion carried unanimously by voice vote.

Community groups or individuals:

Sally Kane – sanding both sides of Airport Road, why South Hissa Road is not being plowed, and putting up a child-at-play sign by Melody Kane’s

Plan Commission Report: Special Use Permit application:

12 parcels located in section 10 containing 385 acres; 74180 Hoover Line Road

Hobby farm with a maximum of 6 bovine on 385 acres that is fenced

Property is zoned Agriculture 1 and Forestry 1

Owner/applicants: Dirk and Jane Stolz

 

Findings:

12 parcels contain 385 acres

3 parcels containing 120 acres are zoned Agriculture 1

9 parcels containing 265 acres are zoned Forestry 1

1 parcel containing 40 acres: the future land use designation is Agricultural Core

The primary use for Agricultural Core is agricultural; secondary use is very low density residential

3 parcels containing 30 acres: the future land use designation is Rural-Moderate Residential

The primary use for Rural-Moderate Residential is large-lot or clustered residential;

secondary use is forestry, recreation and limited home-based businesses

8 parcels containing 315 acres:  the future land use designation is Forestry

The primary use is forestry; secondary use is recreational and very limited residential

 

 

A hobby farm with bovines is an agricultural activity

The Special Use application for a hobby farm with a maximum of 6 bovines is consistent with the zoning classification for 120 acres (Tax Id parcels: 26708, 26709 and 26710) and for the future land use designation for 40 acres (Tax Id parcel 26709).

The Special Use application for a hobby farm with a maximum of 6 bovines is not consistent with the zoning classification for 265 acres and is not consistent with the future land use designation for 345 acres.

A Special Use permit is not required for a hobby farm with bovines on agricultural zoned land

Plan Commission Recommendation:

Deny the Special Use application as the proposed hobby farm use is an agricultural activity that is not compatible with the Bayfield County zoning designation or with the Town of Oulu future land use designation on the majority of the property.

Approve the Special Use application for a hobby farm with a maximum of 6 bovines on the 120 acres that are zoned agricultural by Bayfield County (Tax Id parcels: 26708, 26709 and 26710). A hobby farm with bovines is consistent with the Bayfield County agricultural zoning designation, although this use is not consistent with the Town of Oulu future land use designation of Forestry on 80 of these acres (Tax Id parcels 26708 and 26710).

Unfinished Business: Plow for pickup:  Tabled.

Park Infrastructure Grant Proposal:

Motion by Hamilton, second by Nieder to send revised proposals to bidders.  Motion carried by voice vote.

Update on FEMA claim:

Chair Rantala reported flood damage claim has been filed.

New Business:

Special Use Permit – Dirk and Jane Stolz for a hobby farm. With a maximum of 6 bovine on 385 acres that is fenced. Tax I.D. numbers: 26700, 26701, 26708, 26709, 26710,26713, 26715, 26716,

34280, 34850, 34851, 37342 – all of the parcels are in section 10.  Acreage: 385.0. Zoned: Forestry 1 and Ag 1

 

Motion by Hamilton, second by Nieder to deny the full Special Use application as the proposed hobby farm use is an agricultural activity that is not compatible with the Bayfield County zoning designation or with the Town of Oulu future land use designation on the majority of the property, and approve the Special Use application for a hobby farm with a maximum of 6 bovines on the

120 acres that are zoned agricultural by Bayfield County (Tax Id parcels: 26708, 26709 and 26710).  A hobby farm with bovines is consistent with the Bayfield County agricultural zoning designation, although this use is not consistent with the Town of Oulu future land use designation of Forestry on 80 of these acres (Tax Id parcels 26708 and 26710) as per the Plan Commission recommendation.

Motion carried by voice vote.

50/50 Split Agreement between the Town of Cloverland and the Town of Oulu:

Discussion held regarding the 50/50 split road agreement with the Town of Cloverland.  Motion by Nieder, second by Hamilton to make a switch in road location for the section of County Line Rd that the Town of Oulu maintains (correction on the annual road certification map). Motion carried by voice vote.

 

Resignation of landfill attendant:

Motion by Nieder, second by Hamilton to accept Samantha DeRosia’s resignation as landfill attendant. Samantha is willing to work until a replacement is found. Motion carried by voice vote. Clerk will advertise this position.

Bridge Inspection Reports:

Bridge inspection reports were distributed to board members and town employee.

Appointing Plan Commission Members:

Tonya Koehler, Marjorie Lahti, and town chair plan commission terms expire in April. Clerk will

post notices at the Town’s legal posting sites.  Deadline for applications is Friday, April 5, 2019.

6:45 p.m.  Bills will be reviewed at 6:30 p.m.
