24 07 10 Regular Board Meeting Minutes

The July 10, 2024 Town of Oulu regular board meeting was called to order by Jonathan Hamilton, Chair at 6:45pm at the Town Hall.

Roll Call: Members present: Jon Hamilton, Ed Burhans, Adam Mattson, Diana Reijo, clerk, and Mar-gie Lahti, treasurer. Town employee: Jeremy Gordon.

Approval of Agenda: Motion by Mattson, second by Burhans to approve the agenda as printed and posted.

Motion carried unanimously by voice vote.

Consent Agenda:

• Approve general fund vouchers 14246-14266 & 14767-14768 ACH 654-660

• Minutes of the June 12, 2024 Regular Board Meeting

Motion by Mattson, second by Burhans to approve the consent agenda as presented. Motion carried

unanimously by voice vote.

Treasurer’s Report: General/ARPA/Park Donations – $205,407.65 Tax $ 108,805.01

Chairman’s Report:

Park, Cemetery, Town Hall Update

• Park and cemetery mowing is being conducted regularly as needed.

• The concession stand at the park still needs to be finished painting. This will be accomplished as soon as time allows and good weather prevails.

• Preventive, scheduled, and unscheduled maintenance and repairs are also on going with minor

• problems and repairs being addressed.

Recycling Center

• Dumpster is still in place for spring clean-up.

• The new recycling center layout seems to be working

Road Maintenance

• Continuing with culvert inventory per State Regulations.
  

• Grading is a continuous operation with roads being returned to their traveling standard. Wash-boards and holes are being filled without haste or prejudice.

• Gravel is being returned to select roads to improve road conditions and elevation. These roads are; Waataja Rd, North Muskeg Rd, North and South Hoover Line Rd. Gravel laying will con-tinue throughout the summer months, into autumn until the gravel budget is exhausted.

• Rain and storms have plagued our area this past month. Mike and Jeremy have been monitor-ing road conditions, repairing areas as needed, and removing trees and debris along the road-ways so travel is not impeded.

• Ditch mowing operations continue and will continue as time and tasks permit. All intersection radius areas are mowed, and the second pass is 30% completed.

• No word on BIL grants for ORR or County Line Road. This is probably a dead deal at this point, but we will continue to apply for all 5 years.

Community Groups:

No community groups registered at this time.

New Business:

North Hissa Road Ditching Project:

Xcel Energy needs to move the power line poles before work begins.

Park Proposal:

Additional information along with an estimate for the block portion of the building (toilet) needs to be obtained before we can apply for a building permit.

• Bayfield County Planning & Zoning Department – Creation of Title 16-3

• July 24, 2024 – Special Board Meeting – 6pm

• July 24, 2024 – Budget Committee Meeting following adjournment of the Special Board Meeting

• August 14, 2024 - Regular Board meeting – 6:45pm, bills reviewed at 6:30pm
