The March 6, 2023 Town of Oulu Plan Commission regular board meeting was called to order at 6:37 p.m. at the Town Hall by Chair Fred Strand.
Members present: Duane Lahti, Marjorie Lahti, Sandra Rantala, Fred Strand, Diana Reijo, clerk. Absent: Edward Burhans.
Motion by Rantala, second by D. Lahti to approve the agenda as printed and posted. Absent: Burhans. Motion carried unanimously by voice vote.
Motion by M. Lahti, second by Rantala to approve the minutes of the February 6, 2023 regular board meeting as presented. Absent: Burhans. Motion carried unanimously by voice vote.

Special Use Permit application:

5.06 acre parcel in the NW1⁄4 NW1⁄4 Section 25; 71830 Airport Road

New single wide manufactured structure
Findings:
The application was incomplete. It did not include a parcel map showing the location of the proposed residence with setback distances from the property lines or the location of the well and septic.
The application included setback distances from the property lines.
Parcel size is 5.06 acres
Parcel is zoned Agricultural 1
Parcel Future Land Use Class is Agricultural Core which allows for 1 building complex per 35 acres
This parcel was legally created after the Town’s Comprehensive Plan was adopted.
The next time the Comprehensive Plan is revised that the Future Land Use designation for this parcel should be change to Rural-Moderate Residential which allows for 1 building complex per 5 acres.
The Special Use Permit application for a residence on this parcel is consistent with the zoning district and with a future change of the Land Use Classification Rural-Moderate Residential for this parcel.
Plan Commission Recommendation:
Approve the Special Use Permit application with the following conditions as supported by the Findings.
Conditions:
No change in the project construction type (new construction, mobile house, manufactured house, recreational vehicle) is allowed without review by the Town Plan Commission and approval of the Town Board.
As per the Town’s Comprehensive Plan the exterior of the structure from the base of the manufactured house to the ground level must be enclosed within 1 year of the placement of the manufactured house.
The camper/trailer unit that is currently on the property may not be used as a second residence.
The Town may periodically review the Special Use Permit to assure compliance with the permit conditions and the Town’s Comprehensive Plan.
The next time the Comprehensive Plan is revised the Future Land Use Classification for this parcel should be changed to Rural-Moderate Residential.
Motion by M. Lahti, second by Rantala to approve Kyle & Marcia Karshbaum’s special use request as supported by the findings. Absent: Burhans. Motion carried unanimously by voice vote.
Comprehensive Plan Update:
Motion by D. Lahti, second by Rantala to approve the work plan which outlines the work that will be done by the Plan Commission (PC), and the work to be done by a contract with the Northwest Regional Planning Commission (NWRPC). Absent: Burhans. Motion carried unanimously by voice vote.
Updates to the Comprehensive Plan:
Discussed updates to the Comprehensive Plan. Members will continue to review the plan and discuss it at next month’s meeting.
Contract with Northwest Regional Planning Commission (NWRPC):
Motion by D. Lahti, second by Rantala to recommend that the Town of Oulu partner with Bayfield County and contract with the Northwest Regional Planning Commission (NWRPC) to update the Town’s Comprehensive Plan (CP). Cost and details will need to be worked out. Absent: Burhans. Motion carried unanimously by voice vote.
